OVERVIEW
OF THE POSITION
Coordinate and review all information
processed through the General Ledger to maintain accounting control; research
and resolve all discrepancies. Tracks,
reviews and initiates all General Ledger entries. Prepares and tracks County
financial reports.
RESPONSIBILITIES/DUTIES
t Supervises Finance department employees in the absence of the
Department Head.
t Supervises the processing of routine accounting transactions,
verifying accuracy and documentation.
t Reviews recording of receipts and expenditures and prepares
documentation for adjustments.
t Assists Chief Financial Officer with County Accountant duties
contained within Klamath County Ordinance No. 85.
t Reconciles cash and investment accounts, and other balance sheet
accounts.
t Responds to questions from departments and researches problems
when necessary.
t Assists Chief Financial Officer with preparation of annual
financial statements for external auditors.
t Assists external auditors with gathering information as
necessary.
t Prepares all information reporting documents for Internal
Revenue Service, Oregon Department of Revenue, Oregon Department of State Lands
and US Census Bureau.
t Participates in the annual budgeting process by preparing
supporting schedules, assisting departments with supplemental budget
resolutions, and posting all budget resolutions.
t Prepares monthly performance reports comparing actual to budget
with supporting variance analysis and explanation.
t Verifies, calculates, and allocates payroll information to funds
and accounts based on the nature of work performed, then submits information to
payroll for check processing.
t Interprets and applies county financial policies, government
regulation and accounting theory.
t Trains other department employees in budget and financial
reporting activities.
t Performs other duties as assigned.
EDUCATIONAL/VOCATIONAL
PREPARATION
t Thorough knowledge of Governmental Accounting Standards Board
(GASB)requirements and governmental accounting management, audit, theory, and
administration principles and practices;
considerable experience with computer and data processing systems,
concepts and applications; considerable knowledge of local government, relevant
statues and related governmental procedures.
t Seven years of progressively responsible experience in public
fiscal management which includes two years of supervisory experience and a Bachelor’s
Degree in Accounting, Business Administration or related field with a CPA
Certificate preferred; or any satisfactory equivalent combination of
experience, education and training which demonstrates the ability to perform
the work described. The position
includes some duties typically performed by a financial analyst, government
accountant, cost accountant, internal auditor, statistician, economist, data
clerk and supervisor.
EXCELLENT BENEFITS & COMPENSATION
This is a full-time
position with the Finance Department. The starting salary for this position is
$4,621.00 per month. This position works 40 hours per week and exact work schedule
will be determined by management. This position is classified as Exempt under
the Fair Labor Standards Act (FSLA) and therefore is not eligible for overtime
pay.
